Ms. Jacqueline Dragone

Jacqueline Dragone is an international development professional: career spanning the non-profit, private and international organization sectors. She has a Bachelor’s and Master’s Degree in International Development and Management with 15 years of field experience in Latin America and the United States. Jacqueline’s roles were in public health and community development; specializing in management, public policy, resource mobilization, community relations, and public affairs. Currently, Ms. Dragone is consultant for various organizations focusing on aspects of community development and management.

Her past position included Assistant Director of External Affairs for the American Red Cross in Greater New York, responsible for cultivating and maintaining relationships and support from the local community in the chapter’s jurisdiction. As a key member of the External Affairs team, which played a lead role in coordinating outreach to the community, potential donors, government officials and other constituents in support of the Red Cross mission, Jacqueline climbed her way to success through her passion for her work. She was the Chief Liaison between Red Cross and government officials, which required her to manage over 100 volunteers, coordinate resource mobilization efforts, board recruitment, community outreach as well as proposal writing. Ms. Dragone assisted in securing 3.3 million from the New York State Budget as well as additional private funds for local and international disasters.

Prior to ARC/GNY, Ms. Dragone consulted and volunteered for the Belize Red Cross as well as founded her own company Treasures Limited from 1997-2002. Her focus with the Belize Red Cross included disaster response and recovery programs, proposal development and monitoring and evaluation of Red Cross programs. She also worked with the Pan American Health Organization (PAHO), the United Nations AIDS Program and a local NGO called the Society for the Promotion of Education and Research where she was responsible for policy analysis, government relations and community development.

Ms. Dragone graduated from the State University of New York at Cortland with a Bachelor of Arts in International Studies with minors in Spanish and Communications. She then received her Master’s Degree from the School for International Training in Vermont in International Development.

Mr. Shaun Finnetty

Shaun Finnetty is a development and management consultant and human resources management (HRM) specialist headquartered in Belize, Central America. His management expertise includes organizational development, strategy formulation, planning and evaluation while his human resources management and development expertise areas include selection, talent management, and development of performance systems, compensation analysis and training. Shaun possesses a Master’s in Business Administration (MBA) with Merit from the University of Leicester’s School of Management in the United Kingdom, a Masters of Arts (M.A.) in Geography from the Waterloo-Laurier Graduate School of Geography and Environmental Studies in Waterloo, Ontario, Canada, a Bachelor of Arts (B.A.) in Geography and a Post-Baccalaureate Diploma in Community Economic Development from Simon Fraser University in British Columbia, Canada and a Certificate in Human Resources Studies from Cornell University in New York, USA.

Overall, he has over twenty years of experience working with public, private and non-profit clients in cognate areas such as human capital development, sustainable development policy, civil society, tourism planning, citizen security, marketing and small enterprise management. Shaun has worked with and undertaken consultancy assignments for development agencies such as the United Nations Development Programme (UNDP), United Nations Children’s Fund (UNICEF), the Organization of American States (OAS), and the Inter-American Development Bank (IDB) and companies such as ARA Consulting/KPMG and AVON Products Ltd.  Shaun is currently the Managing Director of praxi5 Advisory Group LLC.


Mr. Valentino Shal

Valentino Shal has been working in the development field in Belize for over twelve years planning, implementing and monitoring and evaluating development projects in both the environment and social sectors. He has worked on multiple community development projects including poverty reduction, alternative livelihoods and social infrastructure interventions among others. He has worked on several projects supported by international development organizations and institutions such as the World Bank, the Caribbean Development Bank, the Inter-American Development Bank, GIZ and The Nature Conservancy. He also has experience working both at the government and community levels in Belize having served as Community Development Specialist at the Belize Social Investment Fund and as Program Manager for Peace Corps Belize. He also served as President of the Ya’axche Conservation Trust in Toledo, Belize for ten (10) years. His experience and competencies are in the area of participatory community needs assessment, program/project design, income generation and alternative livelihoods, social assessment, advocacy planning and participatory training and capacity building.

Valentino is engaged in development activities in Belize on a professional and voluntary basis serving on several boards and committees. He currently sits on the project execution board of an UNDEF-funded project with WIN-Belize focused on increasing women’s political participation in national politics. He holds a Master’s Degree in Environment and Development from the London School of Economics and Bachelor’s Degree in Business Administration from the University of Belize. His formal training covers the areas of environmental sociology, political ecology, economic development policy and business administration.

Mr. Osmany Salas

Osmany Salas has more than 23 years of experience in natural resources management in Belize. He has extensive experience in strategic planning for natural resource management agencies, project management and evaluation, proposal writing and fundraising, natural resources policy development, business and management planning for protected areas, conflict resolution, and community participation/collaborative management, among other areas.

Recently, Osmany has conducted project evaluations and institutional assessments for statutory agencies, national and international NGOs, and international funding agencies. He recently completed a consultancy with The World Bank in the design of a large project focused on marine conservation and climate adaptation in Belize, including a component on sustainable livelihoods for coastal fishing communities. He has also participated in the development of a national Economic Alternatives and Fisheries Diversification Plan to support the management of marine resources with the aim of achieving sustainable use by fishing communities. He has prepared strategic plans for various non-governmental organizations. Other relevant work has included the preparation of a Conservation Action Plan for the Maya Mountains Marine Corridor; management strategy for the Golden Stream Watershed Area; business plan for the Chiquibul National Park; and the preparation of management plans for the Rio Bravo Conservation and Management Area, Chiquibul National Park, the Sarstoon Temash National Park; among others.

Osmany holds a Master of Science degree in Natural Resources Policy and Management from the University of Michigan, and a Bachelor of Science Degree in Mathematics and Biology from Regis College, Colorado, USA. He served as the Executive Director of the Belize Audubon Society from 1997-2001 and as Chief Forest Officer for the Government of Belize from 2004-2005. He has worked as a consultant from 2005 to the present.

Mr. Miguel Usher

Miguel Usher is a development consultant and project manager with extensive project management experience after working more than 10 years in successfully managing projects from both the donor and grantee perspective. He holds an M.B.A. with concentration in Sustainable Development from Galen University and B.B.A. from the University of Belize. His interests are in community development and socioeconomic strategy and planning. He was previously Programme Assistant for the Global Environment Facility Small Grants Programme where he had the opportunity to interact with communities throughout Belize and assisted in facilitating public participation in all aspect of project development and execution. During this time, his skills in resolving conflict, financial management, and project management were greatly enhanced. Miguel later managed an Inter‐American Development Bank (IADB) and an International Fund for Agriculture Development institutional strengthening projects for the credit union sector.

He continues to work within the credit union sector where he consults with the Belize Credit Union League to provide training for credit unions in the areas of governance and strategic planning in addition to documenting credit union policy and procedures. Miguel has worked with and undertaken consultancy assignments for development agencies such as the United Nations Development Programme (UNDP), the Inter‐American Development Bank (IADB), and German Agency for International Cooperation (GIZ). He currently manages an IADB funded micro-insurance project targeting low income people in rural communities.
